Cannot enable narrative design - 404 error

I can no longer switch on narrative design for any characters, using studio (or API calls). When I go to narrative design and try to check the “Enable Narrative Design” checkbox, nothing happens. I can see in the inspector that the call to an endpoint for toggling narrative design fails with a 404 error.
